The Decedent was found incompetent to stand trial, but he was refused admittance at the state hospital due to the lack of available beds. While he languished in-custody, he did not receive the proper care and supervision he needed; the medical personnel and jail personnel were deliberately indifferent to his serious medical needs. Tragically, his mental health worsened and he became more isolated and despondent, eventually culminating in his avoidable suicide.
